Leo Hammond
Leo articulates a strong sense of duty to our local communities which is demonstrated by his joining his local Parish Council aged eighteen. Since then, he has been elected to serve the wider community as an East Riding of Yorkshire Councillor. First being elected in 2019; he has held several roles in the Council, including Chairman of the Strategic Planning Committee (2021-2023) and Cabinet Member for Planning, Communities and Public Protection (since May 2023 until his appointment as Deputy PCC).
As a local councillor he understands the importance of the Nolan Principles and the need to act appropriately and responsibly in public office. He has great understanding of communications and working with the media. He has a strong track record of engaging well with the public and partners.
As a member of the East Riding of Yorkshire Council Cabinet, he has led on policy development, such as with the East Riding Design Code, the creation of the new ‘Parish Open Door’ and the establishment of a Community Safety fund. He has experience in networking, partnership work and being an ambassador for the area. Examples of this include the East Riding Rural Partnership, the East Riding Community Safety Partnership, working with Central Government (including ministers) and other Local Authorities, such as Herefordshire. Leo has worked closely with the Leader of the Council, supporting her in her work, as well as deputising for her at events and meetings when needed. This has included work with Transport for the North and the National Farmers Union.
Leo understands the importance of working with the public, private and voluntary sector, along with the need to balance budgets and demonstrate best value for money for the taxpayer.
Leo has been a member of Community Speed Watch and has worked closely with the Councils Highways Team on matters of road safety and speeding.
Leo has worked directly with the PCC demonstrating a good track record of working with each other tackling ward-based issues, highways safety issues, anti-social behaviour, and rural crime. Leo also supported the PCC in both his election campaigns and was his Election Agent in the 2024 Election.
