Contracts & Commissioning Manager for

The Office of the Police and Crime Commissioner (OPCC), Humberside

Salary: Band B £40,000 - £45,000

Based at The Lawns, Cottingham (agile working available)

We are looking for an experienced Contracts & Commissioning Manager to manage the commissioning of a range of services for people affected by crime, as well as support the OPCC to develop successful bids for additional resources for the Humber area.

We have high ambitions for ourselves and our communities so you will look to ensure our commissioned services are of a high quality, meet people’s needs, offer value for money and demonstrate impact on our Police and Crime Plan.  You will consider where opportunities may arise for improvement and to do more.

You should have a track record of commissioning services to achieve required targets and outcomes, including experience of developing specifications, key performance indicators and evaluation criteria.  You will be able to build good working relationships with providers to monitor delivery, negotiate change and deal with problems as they arise.  You will be a critical thinker, able to challenge constructively and work collaboratively with a range of partners to secure the best outcomes and protect public funds.  You will also be creative with experience of sourcing external funding, including writing funding bids and contributing to partner funding bids.

Whilst it would be great to have someone who knows who we are, what we do and who we work with, it isn’t our greatest requirement.  We want the right person.  We can easily give you the context of our working environment. We need the right skillset and values. That is our priority.

We do need someone to be professionally astute, an ambassador for the OPCC in working with a broad range of stakeholders, confident in their abilities, able to understand and challenge complex information, be IT savvy and able to demonstrate that you can pick up new systems quickly to make best use of our performance and risk management platform.

Any experience of working with statutory operating frameworks in a public sector or third sector setting would be advantageous.

You will be required to work out of the main OPCC office based at The Lawns, Cottingham, although we work to the ethos of being an ‘Employer of Choice’ and therefore do operate agile working which can accommodate flexible working requests.

You will work direct to the Head of Policy and Partnerships and form part of the OPCC leadership team. You will have two direct line reports and work collaboratively with other colleagues.
